Civil Proposal starts from a site address and queries open municipal, provincial and federal data to produce a six-part scoping intelligence report: risk flags, a planning-level budget range, permit context and timelines, scope assumptions and exclusions, site and servicing context, and reference standards. Every figure is labelled Sourced, Published standard, Confirm with the authority, or Source not available, with its retrieval date. A verification checklist tells the team what to confirm, and the exported appendix keeps an audit trail. The report then flows into a pursuit, where the team develops scope and fee and generates a structured proposal draft to export to Word or PDF.
